Is there law without enforcement?

My experience has been that law and enforcement go together as in 2 sides of the same coin. Theoretically, law and enforcement can exist by themselves but practically i would think that one cannot exist without the other.

I would say that law exists but people realize or visualize the law only when they see the enforcement. Without enforcement there is no law as the perception is that there is no law. For Example; if people accidentally break the law then there is no vested interested in correcting the mistake as there is no enforcement to back up the issue and vice versa ; if enforcement is stricter , people would take necessary steps to ensure that the law holds.
